The CEC and the ILO

The CEC attends ILO Meetings and Represents Canada Employers’ Interests (see ILO)

  • Annual International Labour Conference;
  • Bi-Annual Governing Body Meetings;
  • Global Economic Forum;
  • Employment, Employability and Equal Opportunities in the Postal and Telecommunications Services;
  • The Construction Industry in the 21st Century;
  • Meeting of Experts regarding Labour Migration;
  • Re-Structuring Civil Aviation: The Consequences for Management and Personnel;
  • Management of Disability in the Workplace;
  • Conference on Trafficking in Persons in North America;
  • Tri-National Conference on the Labour Dimensions of Corporate Social Responsibility in North America;
  • Tripartite Transport Equipment Manufacturing Sector Meeting;
  • Corporate Social Responsibility Symposium;
  • Meeting of Experts on Updating the List of Occupational Diseases;
  • Hemispheric Workshop: Towards a Hemispheric Agenda for the Promotion of Decent Work;
  • Maritime Labour Convention; and
  • Tripartite Meeting on the Social and Labour Implications of the Increased Use of Advanced Retail Technologies.

In addition, the CEC has recently participated in special meetings concerning the following industries or topics: Banking, Transportation, Mining, Commerce, Micro-Financing for Self-Employment, Contract Labour, Insulation Materials, Migrant Workers, Labour Market Flexibility in the Electronics Industries, Media and Broadcasting, Utilities, Labour Statistics and Occupational Injuries, and Corporate Social Responsibility.

The CEC Participates in the Creation of ILO International Labour Standards
The CEC has participated in the development of the ILO’s International Labour Standards on many topics, a few of which include:

  • Outlawing the worst forms of child labour;
  • Occupational health and safety;
  • The Fishing Sector; and
  • Improving maternity protection rules in the workplace.

The CEC Participates in ILO Program Initiatives

  • Participated in the development of the ILO's Declaration of Fundamental Principles and Rights at Work;
  • Instrumental in persuading the ILO to re-examine and update its standard setting and supervisory mechanisms;
  • Prepared and defended Canadian employers’ positions at the ILO
  • Committee of Freedom of Association and the Committee on the Application of Standards;
  • Actively advanced Canadian employers’ interests in the debate regarding, and the development of, International Labour Standards; and
  • Instrumental in the development of strong ILO support for the promotion of small business and participation in the ILO's future plans for co-operative enterprises.

The CEC Engagement with Other International Organizations

The CEC and the International Organization of Employers (see IOE)

  • The CEC is the only authorized representative of Canadian employers in the IOE.
  • A CEC representative is a member of the IOE management board.

The CEC is Active in the IACML

  • The CEC plays a central role representing employers at the Inter-American Conference of Ministers of Labour (IACML), which is comprised of Labour Ministers from 34 member countries.
  • The CEC recently participated in special meetings concerning the following industries or topics:
    Supporting economic growth through effective employment services
    Hemispheric labour and employment issues

The CEC and the UN

  • The CEC responded to former Secretary General Kofi Annan's request that employers participate in corporate responsibility programs; and
  • Attendance at the Global Compact Leaders Summit.

The CEC and the World Bank
The CEC participated in the “Doing Business” reports on behalf of Canadian employers.

The CEC and NAFTA
The CEC represented Canadian employers in NAFTA talks regarding the Agreement on Labour Co-operation (NAALC).


The CEC’s Engagement with The Canadian Government

  • Four of seven employer’s representatives on the Canadian Minister of Labour Advisory Committee on International Labour Affairs (ACILA) are CEC Board members;
  • The CEC regularly provides the Federal Government with feedback regarding Canadian employers’ views regarding international labour law issues;
  • The CEC has been provided with funding from the Federal Government in order to engage Canadian employers in a consultation and dialogue regarding international labour law issues;
  • Attendance at regular meetings with Provincial and Federal Ministers of Labour and Deputy Ministers of Labour
  • Engagement in domestic issues which have an international dimension or are relying on international labour law principles such as the CEC’s submission to the Standing Committee on Human Resources, Social Development and Status of Persons with Disabilities Committee regarding Bill C-257 (Anti-Replacement Workers legislation); and
  • Attendance at the conferences organized by the Federal Government such as attendance at the recent conference Migrant Workers: Protection of Labour Rights and Labour Market Programs Workshop.
